Kekaha Landfill - Phase II Lateral Expansion

Kauai, Hawaii

Gerry Friesen, while working for HLA, designed and oversaw construction of a 33-acre expansion to Kauai County’s existing landfill. The conceptual design for the facility included a facility operating plan; a fill sequencing plan; an environmental monitoring plan; and designs for the leachate, landfill gas, and surface water management systems.  After obtaining state regulatory agency approval, the team was responsible for the design of each of the management systems and oversaw its construction.

In order to obtain state regulatory agency approval for the alternative liner system that was utilized, a point of compliance assessment that was in conformance with RCRA Subtitle D standards was prepared.  As part of the expansion, landfill offices/maintenance facilities, leachate treatment and disposal facilities, and a state-of-the-art recycling center were constructed.
